What happens if my image is not 16:9?

Whatever you choose. Crop to fill scales until the 3840 x 2160 box is covered and trims what hangs over, so you get the exact size with the edges gone. Fit inside scales the whole picture until it fits, so nothing is lost and one side comes out shorter than the box. Stretch forces both numbers and changes the shape of everything in the picture. The default is crop to fill, because an exact size is usually the reason somebody came.

Will enlarging a smaller photo to 4K make it look better?

No. Enlarging invents pixels by interpolating between the ones you have; it cannot recover detail that was never captured. A 1920 x 1080 photograph scaled to 4K contains exactly as much real detail as it did before, spread over four times the area, and often looks slightly softer. It is worth doing when a system demands those dimensions, and not worth doing in the hope of a sharper picture.

Will a small photo be enlarged to 3840 x 2160?

It will, and it is usually the wrong thing to ask for. 4K is eight megapixels - more than many phone photographs and most screenshots - so enlarging is common here and always invents pixels rather than recovering detail. If a system demands the dimensions, take them; if you were hoping for a sharper picture, this will not produce one.
