Check a photo against Canada's passport requirements
IRCC publishes the digital figures plainly - at least 1,800 pixels high by 1,200 wide, no larger than 4,500 by 3,000, JPEG, and between 200KB and 5MB - and it also requires a photo that has not been altered or edited in any way, naming photo editing software explicitly.
So this page does the half it can do honestly: it measures your photograph against those figures and tells you which it meets. It produces no file, because producing one would be the thing IRCC told you not to do.

This tool accepts JPG, PNG and WebP files. Everything is decoded by your own browser, so the formats available depend on what your browser can open - which for HEIC in particular varies between Safari and other browsers.

What size does a Canadian passport photo have to be?
IRCC states at least 1,800 pixels high by 1,200 wide, no larger than 4,500 by 3,000, in .jpeg or .jpg, and between 200 KB and 5 MB. The printed photograph is 50 mm wide by 70 mm high. This page measures your file against the digital figures and says which it meets.
Why can I not resize my photo here?
Because IRCC asks for an original photo that has not been altered or edited in any way, and says explicitly that this includes photo editing software, filters and AI tools. Other pages on this site resize for authorities whose wording leaves room for it. This one does not, and a download button here would be a control you have been told not to use.
My photo is too large. What should I do?
Ask your photographer for a file inside the published range - they can export one at a size IRCC accepts without editing the photograph. Compressing the file yourself is the thing the requirement is trying to prevent, and a rejected application costs far more than a second email.
Is my photograph uploaded to check it?
No. The measurement happens in your browser and no file is produced at all, so there is nothing to upload and your photograph is not sent anywhere. The optional AI assessment is separate, is off until you ask for it, and says exactly what it would send before it sends anything.
