Facebook stores a profile photo square and shows it at several different sizes - a circle on your profile, smaller beside a comment, smaller again in a notification.
Uploading at or above the stored size avoids the softening that happens when the platform has to enlarge something, which is the usual cause of a profile picture that looks worse than the file on your phone.

Is my photo uploaded?
No. The work happens on your device and your photo is not sent anywhere. The metadata is stripped from what you download, so the copy you upload does not carry the camera or the place it was taken.
