IRCC states between 715 x 1,000 and 2,000 x 2,800 pixels, 4 MB or less, in .jpeg or .jpg, on a plain untextured white background. Note that these are not the passport figures - a passport photo starts at 1,800 x 1,200 and allows up to 5 MB, so a file prepared for one is not automatically right for the other.

IRCC says no. It requires an original photo not taken from an existing photo or altered in any way, and it lists cropping explicitly alongside retouching and colour, brightness, contrast or sharpness correction. That is why this page has no download button - the crop you would make here is the alteration the rule is about.

Because resizing is an alteration under IRCC's own definition, and a download button would be a control you have been told not to use. Other pages on this site do resize, for authorities whose wording leaves room for it. This one measures instead, which is the honest half of the job.
