A projector that will not take widescreen, an older upload form that rejects anything larger, a system with a fixed 4:3 slot. What happens if my image is not 4:3?
Whatever you choose. Crop to fill scales until the 1024 x 768 box is covered and trims what hangs over, so you get the exact size with the edges gone. Fit inside scales the whole picture until it fits, so nothing is lost and one side comes out shorter than the box. Stretch forces both numbers and changes the shape of everything in the picture. The default is crop to fill, because an exact size is usually the reason somebody came.
Is 1024 x 768 still worth targeting?
Only when something asks for it. It is the 4:3 XGA resolution, and it survives in two places: projectors that will not accept widescreen, and upload forms written when this was the standard screen. If a form names this size, this page hits it exactly. If nothing has named it, a modern screen will make the picture look small.
Will a small photo be enlarged to 1024 x 768?
Almost never in practice - at 0.8 megapixels this is smaller than anything a current camera produces, so pictures are reduced to reach it rather than enlarged. If you do start from something smaller, fit inside leaves it alone, which is what a form specifying a maximum actually wants.
