What happens if my image is not 16:9?

Whatever you choose. Crop to fill scales until the 1920 x 1080 box is covered and trims what hangs over, so you get the exact size with the edges gone. Fit inside scales the whole picture until it fits, so nothing is lost and one side comes out shorter than the box. Stretch forces both numbers and changes the shape of everything in the picture. The default is crop to fill, because an exact size is usually the reason somebody came.

My photo is 4:3. What do I lose going to 1920 x 1080?

A 4:3 photograph is taller in proportion than a 16:9 box, so filling the box crops the top and the bottom - roughly a quarter of the height between them. If the subject is centred that is usually invisible; if somebody's head is near the top of the frame it is not. Use fit inside when the whole picture matters more than filling the screen, and you will get 1920 wide with black-free letterbox space you can place yourself.

Will a small photo be enlarged to 1920 x 1080?

Yes, if you choose crop to fill or stretch - both have to enlarge to reach the numbers. Full HD is modest enough that most photographs from the last decade are already larger, so this rarely comes up; when it does, the picture gets softer rather than more detailed. Fit inside never enlarges, so a smaller image comes back untouched.
